Clay County, FL Trash & Recycling: Recycling Requirements (2026)

A(1) of the county's Solid Waste Franchising and Collection Ordinance sets the pickup schedule for Hand Pickup Service, the collection method used for most unincorporated single-family homes. Clause (c) requires the franchisee to collect all Recyclables generated by the customer once each week, provided they are placed in approved Receptacles or Bundles, the same weekly minimum set for garbage under clause (a); yard trash gets weekly pickup in urban service areas and on-call special service in rural areas under clause (b). YY defines 'Source Separation' as setting aside recyclables from the rest of the waste stream at the point of generation.

NN and OO, defines 'Recyclable Material' as material suitable for recycling that has undergone source separation, and 'Recycling' as any process that collects, separates or processes such material for reuse. Clay County has run this system since 1990 under Ordinance 90-24, later amended by Ordinance 91-37 and Ordinance 98-23, which currently governs the county's franchised haulers. Because collection is franchise-based rather than run by county crews, the specific day of the week and the container type a household uses depend on the hauler assigned to that customer's franchise district, though the weekly frequency itself is fixed by ordinance and cannot be reduced by the franchisee.
