St. Charles County, MO Trash & Recycling: Recycling Requirements (2026)

430 conditions every annual solid waste collection and transportation permit on the hauler collecting and disposing of all solid waste at an approved facility at least once a week, making twice-weekly collection available for an added fee, and collecting a customer's separated recyclables on request at least once a week for delivery to approved material processing facilities or end-users. Haulers may also offer yard waste collection for an extra fee, weekly between April 1 and November 30. Fees are billed to residential customers at prevailing fair-market rates covering all operating costs, and any change to a hauler's materials separation plan must be approved by the Division Director as conforming to the Article's requirements.

430 fixes the effective date of the recyclables-collection duty at June 1, 2002. 320 requires centrally located recycling containers for buildings of four units or more. 325, containers must be stored on the premises where waste is generated (unless the resident has a signed agreement for an alternate site) and kept in a neat, clean, odor-free, sanitary condition. 1760 by a fine of up to $1,000, imprisonment up to one year in the County Jail, or both, with escalating minimum fines of $75, $150, and $225 for a second, third, or later offense within twelve months, and the County Counselor may separately sue to halt a continuing violation.
