Putting recyclables only in the trash where service is mandatory, or contaminating recycling, conflicts with the franchised service and state diversion mandates. County Chapter 23 violations are infractions of up to $500 per day (Section 23-73); state recycling mandates (AB 341, AB 1826, SB 1383) carry their own enforcement through CalRecycle and the county, including potential penalties for non-compliant generators.
