Catoosa County, GA Trash & Recycling: Recycling Rules (2026)

Sec. 66-40 of the Catoosa County Code sets the fee schedule for the county's landfill and solid waste facilities, and subsection (4) confirms that, since August 1, 1993, residential users are charged for landfill use by the bag or by the pickup truck load under fees set in the county clerk's schedule of fees and charges, plus a per-visit tire fee capped at four tires. Subsection (5) then carves out the recycling incentive: residents may dispose of garbage by the bag with no charge if recyclable materials that are accepted by the county solid waste management department are also deposited separately from waste.

The rule sets a minimum volume for the swap: the recyclable material must be of a volume equivalent to half the volume of waste brought for disposal. In practice, a resident bringing two bags of garbage needs to separately deposit recyclables equal to at least one bag's worth of volume to have the garbage fee waived; anything short of that half-volume threshold and the resident pays the standard by-the-bag or by-the-load fee under subsection (4). The county solid waste management department decides which materials qualify as accepted recyclables, and Sec.

66-40 also lets the Board of Commissioners amend any of these fees on 30 days' public notice, so the fee amounts themselves live outside the code text in the posted schedule rather than as fixed dollar figures in the ordinance.
