LCC § 8.10.030 defines RSA-1 as all unincorporated areas of Lewis County, replacing the patchwork of RSA-1/RSA-2 zones adopted in 1993 and 2008. Under § 8.10.040, participation is voluntary for every single-family residence in RSA-1 regardless of whether the household also has garbage service, and a resident who signs up for recycling only is not charged a garbage fee. Multifamily complexes of two to four units qualify automatically; larger complexes and mobile home parks are approved case by case based on collection-vehicle access and nearby recycling alternatives.

§ 8.10.050 ties the start of billing to WUTC rate-setting, issues every garbage subscriber a 95-gallon container, and lets a household that declines to participate ask the hauler to remove the container, though the recycling fee keeps running. § 8.10.070 makes the hauler own the container and recover its cost through WUTC-approved rates. § 8.10.080 sets collection at every other week and requires the hauler to hand out a pickup calendar and contact numbers for both the hauler and the county solid waste utility. § 8.10.090 lists the accepted commodities and requires 30 days' written notice, by can tag or bill insert, before the list changes. § 8.10.130 requires the county and the solid waste advisory committee to review the program at least every five years.
