Rates and charges for collecting recyclables and organics are established by the Minnetonka City Council. The charges are payable by the owner, lessee or occupant of each property to which the city makes recycling and organics services available. They are computed every three months and included as a charge on the bills the city issues for water or sewer services under chapter 12. A property not served by city water or sewer gets a separate bill every three months, sent to the owner. Billing, payment, notice and collection of delinquent accounts follow section 705 of the code.
