2-931(A). Waste generated on Marine Corps Base Quantico is excluded from the county mandate entirely. The section then lists exceptions to that mandatory-location rule. Recyclable materials are exempt: the code defines them as materials that have been source-separated by any person, or separated out from garbage, trash, and refuse for use as a raw material in making a product other than fuel or energy. Construction debris destined for a landfill and waste oil are also exempt. Single-family households and family farms disposing of their own waste are exempt as long as they have paid the same fees, rates, and charges other households in their service area pay.

Waste from manufacturing, mining, processing, refining, or conversion businesses is exempt too, unless that business is producing energy or refuse-derived fuel for sale outside its own corporate family. Facilities already holding a state solid waste permit issued on or before July 1, 1991, or that had a permit application on file by the end of 1991, are grandfathered in as lawful disposal points regardless of R-Board designation.
