Pasco County doesn't run its own residential trash trucks in the unincorporated area; it franchises the work to licensed private haulers and sets their minimum service levels in Chapter 90, Article II. Section 90-47 requires each licensed hauler to provide curbside collection of normal household solid waste at least twice a week and recyclable materials at least once a week, with routes and specific collection days on file with the county. Separately, § 90-47 also requires haulers to offer, and upon request actually provide, service for the separate collection of containerized yard waste, white goods (appliances) and bulky waste and other large discarded items, at least twice annually, with rates conforming to the CPI-indexed rate rules in § 90-48.

Section 90-34 lists 'failing to offer, or failing to provide when requested, collection service at least two times each year for yard waste, white goods and bulky waste' as a Code violation, with each day of noncompliance a separate offense. Repeated failures, or 100 or more residential complaints against a hauler in one month, are grounds for the county to revoke that hauler's collection license in addition to any fine.
