LA County's Oak Tree Permit Ordinance (Chapter 22.174) protects oak trees in unincorporated areas. All native oak species with a trunk diameter of 8 inches or more (25 inches circumference at 4.5 feet above grade) are protected. An Oak Tree Permit from the Department of Regional Planning is required before removing, relocating, or performing work within the protected zone (drip line plus 5 feet) of any protected oak. The ordinance covers coast live oak, valley oak, interior live oak, canyon live oak, and other native oak species. Protected oaks cannot be damaged by grading, paving, or construction within the root zone.
Removing or damaging a protected oak tree without a permit is a misdemeanor under Chapter 22.174 with fines up to $1,000 per tree. The county may also require replacement planting at a ratio of 2:1 to 10:1 depending on the tree's size and significance. Replacement costs for mature oaks can exceed $50,000. Construction damage to protected oaks (root compaction, grading) may trigger stop-work orders and mitigation requirements.
