While Largo does not codify a separate heritage-tree label like some Florida cities, Chapter 10 of the Comprehensive Development Code applies stricter review when trees are large, healthy, or characteristic of regional canopy. Removal of mature trees triggers replacement requirements scaled to the size and health of the tree being removed and may require additional landscape plan revisions on multifamily or commercial properties. Florida Statute 163.045 still allows a residential homeowner to remove a hazardous tree of any size with proper documentation from an ISA-certified arborist or Florida licensed landscape architect, and the city cannot require replanting in that case. Outside that exemption, removing a high-value tree without a permit invites enforcement.
