Development Code Sec. 1504(E)(6), in Article 15's Sustainable Development Practices, asks new urban development to provide and maintain shade trees and other landscaping along streets and within parking areas to reduce radiant heating and boost carbon sequestration. Article 15 is voluntary except where the code says otherwise (Sec. 1502), and this provision uses 'should,' not 'shall,' so the county can't force compliance under it alone. A narrower rule is mandatory: Sec. 1306(A)(1)(d) requires shade trees in new parking areas within urban fringe areas and the communities of Armona, Stratford, Home Garden and Kettleman City.
