Lodi has no ordinance designating any tree species (oak, sycamore, redwood, valley oak, etc.) as protected. There is no local valley oak ordinance, and the California statewide oak woodlands CEQA statute applies only to county-level project reviews, not city projects.
The City of Lodi Municipal Code and the 2016 Public Works Tree Policy contain no list of protected species, no oak preservation chapter, and no valley oak protection — despite Lodi sitting in the Central Valley where valley oaks (Quercus lobata) are ecologically significant. California Public Resources Code § 21083.4 requires CEQA oak woodland mitigation only for projects within county jurisdiction, expressly excluding cities. San Joaquin County does have an oak woodland chapter (County Code §9-1505) that applies in unincorporated areas, but it does not extend into the City of Lodi. The closest Lodi has to species-level regulation is the inverse: the Tree Policy and approved street tree list specify which species may be planted in the parkway (deep-rooted, non-nuisance), but this is a planting restriction, not a preservation rule. Property owners may remove any species — oak, redwood, native or non-native — from private property without a City permit, fee, or notification, provided the tree is not 50%+ in the public right-of-way.
No species-protection violation exists in Lodi. Removal of any species on private property is not regulated by the City. Federal Migratory Bird Treaty Act (16 U.S.C. § 703) still prohibits destroying active bird nests during removal, regardless of local rules.
