When a parkway tree is removed (either by the City or by a property owner with an encroachment permit), the City replaces it at its own expense as part of the tree planting program. No replacement is required for trees removed from private property.
The City of Lodi Public Works Tree Policy (Streets-4, Rev. 10/5/16) §II.B states: 'Trees in parkways will be replaced at the City's expense as part of its tree planting program.' This applies both when the City removes a hazardous, dead, or diseased City tree and when a property owner removes a parkway tree under an encroachment permit (for example, to widen a driveway or because the tree bears nuisance fruit). Replacement species must come from the City's official approved street tree list (PDF maintained by Public Works, updated 2/12/25). Alternate species require written approval from a Streets Division Supervisor and must be 'deep-rooted and do not destroy sidewalks, sewers or water lines' and not a nuisance to public safety or health. Minimum replacement tree size is 15 gallons. The tree well must be at least 5'x5' (25 sq ft) or 4'x6' (24 sq ft), with 6'x6' or larger preferred. Trees planted under power lines must be low-growing species (20-40 ft max mature height). Newly planted parkway trees must be watered by the abutting property owner per §I of the Tree Policy. There is no replacement requirement for trees removed from private property, regardless of size.
Failure of an abutting owner to water a newly planted parkway tree can result in the City billing replacement costs if the tree dies from neglect (under the property owner watering duty in Tree Policy §I). Planting an unapproved species in the parkway without written Streets Division approval is a Lodi Municipal Code violation.
