Lake Elsinore requires a palm tree removal permit for any palm over five feet (Ordinance 1044) and City consent to remove a street or parkway tree (LEMC 5.120, Title 12). Ordinary private-yard trees generally need no removal permit.
Tree-removal permitting centers on two protected categories. First, the City's palm preservation program (Ordinance 1044) requires anyone removing a palm tree over five feet in height to obtain a palm tree removal permit first, generally with owner permission, a property survey, species photos, an arborist report if disease is claimed, and a notice sign posted at least seven days ahead; Community Services (951-674-3124) administers it. Second, street and park trees are City-managed under Chapter 5.120 LEMC, and Title 12 encroachment rules (LEMC 12.08) bar removing parkway trees without consent; topping public trees is unlawful (LEMC 5.120.100). Dead or diseased private trees are handled as a nuisance under LEMC 5.120.120 and Chapter 8.18.
Removing a regulated palm without a permit, or topping a street or parkway tree without City consent, can be cited as a code violation or nuisance. Doing street tree work as a business without a City license violates LEMC 5.120.140.
