Lake Elsinore, CA Landscaping Rules: Artificial Turf (2026)

Lake Elsinore does not have a single citywide artificial-turf ordinance; instead, two separate chapters of the Lake Elsinore Municipal Code address it for different purposes. Under Chapter 8.60 ABANDONED RESIDENTIAL PROPERTY REGISTRATION, a beneficiary, trustee or owner responsible for maintaining a vacant or foreclosed home must keep visible yards landscaped to the neighborhood standard, and Section 8.60.050(C)(1) expressly lists grass, ground covers, bushes, shrubs, hedges, decorative rock or bark, and "artificial turf/sod designed specifically for residential installation" as qualifying landscape, while weeds, gravel, broken concrete, plastic sheeting and indoor/outdoor carpet do not count.

That confirms artificial turf is an accepted substitute for live grass when satisfying the city's yard-maintenance standard. Separately, Chapter 15.58 adopts the 2025 California Wildland-Urban Interface Code with local amendments, and Section 15.58.020 adds Section 604.8.2.2 to that code, defining Zone 0 as the five-foot horizontal band around a structure, including decks, balconies and stairs, and imposing a defensible-space rule that flatly prohibits artificial or synthetic grass in Zone 0, alongside bans on landscaped roofs, vegetation under decks and combustible mulch. The Zone 0 restrictions apply to new buildings and additions immediately and reach existing buildings with landscape installed before January 1, 2026 on a phased schedule enforced through the Riverside County Fire Department.
