Lake Elsinore's Municipal Code has no dedicated electric-vehicle charging-station ordinance, so EV charging-space access and signage default to California law. California Vehicle Code Section 22511 prohibits non-EVs, or EVs not actively connected to charging, from occupying a designated charging space.
A review of the Lake Elsinore Municipal Code, including Title 10 (Vehicles and Traffic) and Chapter 17.148 (Parking Requirements), shows no local chapter setting EV charging-station design standards, space counts, or time limits. In the absence of a local rule, California Vehicle Code Section 22511 controls: a space designated for charging electric vehicles, marked by signs or pavement markings, may be used only by an electric vehicle connected for charging, and a non-EV or an EV not actively charging may be cited or removed. New construction also follows the EV-readiness requirements of the California Green Building Standards Code (CALGreen), adopted statewide through Title 24. General LEMC Chapter 10.12 parking rules still apply to any vehicle in a charging stall.
With no local EV ordinance, misuse of a marked charging space is enforced under California Vehicle Code Section 22511, which allows citation and removal of a non-charging vehicle. General LEMC Chapter 10.12 parking citations also apply.
