Lake Elsinore, CA Parking Rules: Curb Color Rules (2026)

Section 10.12.070 gives the City Council authority to designate taxi zones on specific streets by resolution. Once a zone is designated, subsection A prescribes the exact physical marking the City must use: the curb is painted red and lettered "Taxi Loading Zone" in white. That is the only curb color-and-lettering combination the parking chapter specifies by name for a designated zone; other restricted curb colors referenced elsewhere in the code, such as the white, yellow, blue or red zones the sidewalk vending chapter tells vendors to avoid, are designated case by case without their own painting specification in Chapter 10.12.

Subsection B makes the designated taxi zone exclusive: it is unlawful for the operator of any vehicle other than a taxicab or public carrier to park or stop in the marked zone. Subsection C balances that exclusivity by guaranteeing taxicabs and other authorized carriers the right to use the zone at any time, for receiving and discharging passengers or any other taxicab purpose, without the time restrictions that apply to loading zones under the neighboring § 10.12.050. As with other Chapter 10.12 parking violations, enforcement runs through the Enforcement Officer designated in § 10.12.160, and citations are processed and may be appealed under California Vehicle Code Sections 40200 through 40230 as adopted by § 10.12.170.
