LEMC Chapter 10.16 governs official traffic-control devices, signs, signals and markings, and provides that parking restrictions become effective only when signs or curb markings give notice, consistent with the Vehicle Code (see LEMC 10.16.060 and 10.12.120(F)). The code specifies one color directly: under LEMC 10.12.070, a designated taxi zone is marked by painting the curb red with the words 'Taxi Loading Zone' in white letters. The Municipal Code does not adopt a separate curb-color ordinance, so the meaning of painted curbs follows California Vehicle Code Section 21458 statewide: red for no stopping/parking, yellow for loading, white for passenger loading, green for time-limited, and blue for disabled parking. Painting a curb without City authorization is not an authorized traffic-control marking.
Parking contrary to an official curb marking is enforced under LEMC 10.12.120(F) and Chapter 10.16 and cited through Chapter 10.12. Curb colors carry the meanings set by California Vehicle Code Section 21458; only City-authorized markings are enforceable per LEMC 10.16.060.
