Lake Elsinore, CA Parking Rules: Street Parking Limits (2026)

Section 10.12.120 lists the parking conditions that count as unlawful anywhere in the City. Subsection A bars leaving a vehicle unattended on a bridge, in a driveway apron, on a signed equestrian trail, or in the parkway area of a commercial or industrial zone. Subsection B prohibits parking so as to obstruct the normal movement of traffic or create a hazard, expressly including RV pop-outs or other extensions that reach into the public right-of-way. Subsection D targets a common complaint directly: parking so as to block the entrance to a private driveway is unlawful on its own, independent of whether traffic is obstructed.

Subsection E bars parking that would prevent firefighting equipment from reaching a fire hydrant. Beyond the prohibited-conduct list, § 10.12.140 gives Enforcement personnel authority to remove any vehicle parked or left standing on a street or highway for 72 or more consecutive hours, and separately to remove a vehicle blocking street cleaning, repair or construction work, or blocking the movement of oversized equipment, once 24 hours' notice has been posted. The City has also adopted California Vehicle Code § 22658 in full, letting a private property owner arrange removal of a vehicle parked on the property without permission.

Enforcement of § 10.12.120 itself runs through the Enforcement Officer created by § 10.12.160, with citations processed under California Vehicle Code §§ 40200 through 40230 per § 10.12.170.
