Under LEMC 10.12.050, the City Council may designate loading zones by resolution, identified by signs or curb markings. Within an established loading zone it is unlawful to stop for any purpose other than loading or unloading: passenger stops may not exceed three minutes, and loading or unloading of materials may not exceed 20 minutes. Off-street loading spaces are separately required for new or expanded commercial and manufacturing buildings under LEMC 17.148.050, with Type A, B or C spaces sized by gross floor area. In alleys, parking is limited to loading and must not exceed 20 minutes while leaving one open lane (LEMC 10.12.110). LEMC 10.12.055 bars commercial loading on both sides of Main Street between Sulphur Street and Heald Avenue.
Parking in a loading zone for non-loading purposes, or exceeding the 3-minute passenger or 20-minute material limits, violates LEMC 10.12.050. A commercial vehicle loading on Main Street may be removed by police under LEMC 10.12.055.
