Lake Elsinore Municipal Code 6.04.160(H) makes it unlawful to let any dog, licensed or not, roam, stray, or run at large within the city. Off the owner's property a dog must be physically restrained by an appropriate leash held by a capable person.
LEMC 6.04.160(H) prohibits the owner or person in charge of any dog from permitting it to roam, stray, or run at large anywhere in Lake Elsinore. The 'at large' definition (LEMC 6.04.010) requires physical restraint by a leash appropriate to the dog, held by someone capable of restraining it; voice, eye, or signal control does not count. No maximum leash length is set. Vicious or unsafe dogs face a stricter rule under LEMC 6.04.250(A) and 6.04.160(F): confined, and off-premises only when securely muzzled, leashed, and controlled by a person 18 or older. Animal control and sheltering are provided by Animal Friends of the Valleys under contract with the city, at 33751 Mission Trail, Wildomar (951-674-0618).
A loose dog may be impounded by the Animal Control Officer under LEMC 6.04.120. Chapter 6.04 violations are infractions under LEMC 6.04.280, with fines set by City Council resolution. Impounded dogs are released only once licensed (LEMC 6.04.140).
