The city eliminated cat licensing in March 2019, so cats need not be licensed. However, LEMC 6.06.020 requires that no person own an unaltered dog or cat over four months unless it is spayed or neutered, has a certificate of sterility, or qualifies for a hobby breeder license; LEMC 6.06.030 requires microchipping. Exemptions cover medical reasons, breeders, competition animals, and service or law-enforcement animals. There is no city leash rule for cats. In the restricted district, LEMC 6.08.020 presumes more than three cats are commercial and prohibited. Five or more cats four months or older require a cattery permit under LEMC 6.04.060. The code has no feral-cat or TNR ordinance; Animal Friends of the Valleys provides sheltering and low-cost spay/neuter.
Owning an unaltered or unmicrochipped cat over four months without a qualifying exemption violates LEMC 6.06; the city began 'fix ticket' citations after August 1, 2019. Exceeding three cats or keeping five without a cattery permit is also enforceable.
