Lake Elsinore, CA Noise Ordinances: Construction Hours (2026)

LEMC § 17.176.080(F)(1) bans operating tools or equipment for construction, drilling, repair, alteration or demolition work between weekday hours of 7:00 p.m. and 7:00 a.m., or at any time on weekends or legal holidays, when the noise crosses a residential or commercial property line, leaving 7:00 a.m. to 7:00 p.m. Monday through Friday as the permitted window; the only exceptions are emergency work by public service utilities or a City-issued variance. Even inside that window, § 17.176.080(F)(2) sets a decibel schedule: short-term, intermittent mobile equipment used under 10 days is capped at 75 dBA in single-family residential zones, 80 dBA in multifamily zones and 85 dBA in semi-residential and commercial zones during the 7:00 a.m. to 7:00 p.m. weekday period, dropping to 60, 65 and 70 dBA respectively after 7:00 p.m. and on Sundays and holidays.

Stationary equipment running 10 or more days is held to tighter limits of 60, 65 and 70 dBA in daytime and 50, 55 and 60 dBA at night and on Sundays or holidays, across the same three zone types. At business properties, mobile equipment noise is capped at a flat 85 dBA at all hours. The Noise Control Officer, a duty assigned to the Community Development Director under § 17.176.030, administers the chapter and can grant a variance from any of these limits for up to 365 days under § 17.176.110 after a written application showing hardship, with a public hearing if the request draws opposition.
