Chapter 19.08 LEMC (Water Efficient Landscape Requirements) incorporates by reference the Riverside County Guide to California Friendly Landscaping, Western Municipal Water District's Water-wise 140, and other water-efficient or California-native plant lists, directing planting plans to follow the County guide or City landscape guidelines (LEMC 19.08.070). For covered projects, front yards and parkways must have no live turf and only moderate to very-low-water plants, and all non-turf surfaces must be mulched at least three inches deep. City-required CC&Rs may not prohibit low-water plants or turf replacement, and California Civil Code 4735 bars HOAs from banning low-water or native plants. EVMWD reinforces this with turf-replacement rebates.
Native and water-wise plantings are encouraged, not penalized. For covered new or rehabilitated projects, failing the Chapter 19.08 planting, turf, and mulch rules can hold up plan approval. No fine applies to native plants in an existing yard.
