Lake Elsinore, CA Noise Ordinances: Vehicle Noise (2026)

Lake Elsinore's noise chapter, LEMC Chapter 17.176, treats vehicle noise as a public nuisance enforced by the Noise Control Officer, a role assigned to the Community Development Director under § 17.176.030. Section 17.176.090 folds several vehicle-specific rules into the chapter: horns may only be sounded as a warning signal, which the code ties to Vehicle Code § 27001; off-road recreational vehicles, whether or not licensed, including motorcycles, go-carts, campers, snowmobiles and dune buggies, must meet the land-use sound standards set in § 17.176.060(A) whenever they operate off a public right-of-way, though motorboats are excluded; and refuse trucks may not collect within or near a residential area between 7:00 p.m. and 7:00 a.m., with truck-mounted compacting equipment capped at 80 dBA measured 50 feet away, stepping down to 75 dBA for equipment bought after the ordinance's first six months.

Heavy vehicles, those with a gross vehicle weight rating over 10,000 pounds, cannot idle or run attached auxiliary equipment for more than 15 minutes in any hour between 10:00 p.m. and 7:00 a.m. within 150 feet of a residential area or a City-designated noise sensitive zone. On the definitions side, § 17.176.020 carves standard automobile radios out of the sound amplifying equipment category entirely when they are heard only by the vehicle's own occupants, so ordinary in-car listening never triggers this chapter; a stereo audible outside the car can still be reached through the chapter's general noise-disturbance standard.

The Noise Control Officer can grant a variance from any of these limits for up to 365 days under § 17.176.110 after a written application and, if contested, a public hearing.
