Lake Elsinore's prohibited-acts section, LEMC § 17.176.080, lists specific amplified-sound violations on top of the chapter's general Table 1 limits. Subsection (A) bars operating or playing a radio, television, phonograph, drum, musical instrument, or similar device between 10:00 p.m. and 7:00 a.m. in a manner that creates a noise disturbance across a residential or commercial property line, or, at any hour, in a manner that violates the Table 1 exterior limits of § 17.176.060(A); subsection (A)(2) separately caps such devices in a public space or public right-of-way at the Table 1 public-space limit measured 50 feet from the device.

Subsection (B) targets loudspeakers and sound equipment specifically, prohibiting their use between 10:00 p.m. and 7:00 a.m. if the sound crosses a residential property line, or at any time if it exceeds the Table 1 limit, unless the City has issued a variance for noncommercial public speaking or assembly. Vendors and event organizers face parallel amplified-sound restrictions elsewhere in the code, including LEMC § 8.13 on solicitation and § 5.108 on special events, both operating alongside this noise chapter. A separate subsection, § 17.176.080(N), caps sound at any place of public entertainment at 95 dBA unless a hearing-impairment warning sign is posted.

The Noise Control Officer investigates complaints under the § 17.176.050 measurement procedure, and any person seeking to run amplified sound outside these hours, such as for a City-approved event, must obtain a variance from the Noise Control Officer under § 17.176.110, which cannot exceed 365 days.
