Aircraft noise complaints generally go to the FAA, not city code enforcement.
Ground-based aircraft repair/testing disturbances are public nuisances under LEMC 1.16.010 (infraction $100/$200/$500 or misdemeanor up to $1,000). In-flight aircraft noise is not city-enforceable.
