LEMC 17.176.060 Table 1 sets maximum exterior noise levels by receiving land use, not to be exceeded more than 30 minutes per hour: single-family residential 50 dBA daytime (7 a.m.-10 p.m.) and 40 dBA nighttime (10 p.m.-7 a.m.); multiple-dwelling residential 50/45; limited commercial/office and public space 60/55; general commercial 65/60; light industrial 70 dBA anytime; heavy industrial 75 dBA anytime. Brief exceedances are allowed on a sliding scale (plus 5 dB for up to 15 minutes, plus 10 dB for 5 minutes, etc.). LEMC 17.176.070 adds interior limits for multifamily dwellings (45 dBA day, 35 dBA night). Pure-tone or music/speech noise is reduced 5 dB (17.176.060(B)).
Exceeding Table 1 limits is a public nuisance. Penalties per LEMC 1.16.010: infractions $100/$200/$500; misdemeanors up to $1,000 or six months. Each day is a separate offense.
