LEMC 17.176.080(D) makes it a violation to own, possess, or harbor any animal or bird that frequently or for long duration howls, barks, meows, squawks, or makes other sounds creating a noise disturbance across a residential or commercial real property line or within a noise sensitive zone; public zoos are exempt. A 'noise disturbance' is defined in LEMC 17.176.020 as sound that annoys or disturbs a reasonable person of normal sensitivities, judged by the Noise Control Officer. Riverside County Animal Services handles animal control for the city, and county barking-dog nuisance procedures may also apply alongside this municipal provision.
A persistent barking-dog disturbance is a public nuisance. Per LEMC 1.16.010, infractions are $100/$200/$500 within a year; otherwise a misdemeanor up to $1,000 or six months.
