In the City of Lake Elsinore, § 17.44.080(A) governs fence and wall height for residential development citywide, since Chapter 17.44's general provisions apply to every project 'regardless of zoning district' unless a specific district sets a stricter standard (§ 17.44.010). Side and rear property-line fences or walls must be at least six feet tall, and along a major arterial street the Planning Commission can require a taller minimum of eight feet as a condition of design review approval. Front-yard fencing is capped at 36 inches, with a carve-out letting wrought-iron front fences reach five feet, taller than a solid fence because it does not block sightlines the same way.

Height is measured from the highest grade elevation on either side of the fence, so a fence on a slope is measured from its taller side. Materials matter too: § 17.44.080(B) requires tract perimeter walls, and any wall next to a street identified in the General Plan Circulation Element, to be decorative masonry block unless the Design Review Board approves an alternative. Any wall taller than eight feet in total needs the Planning Commission's specific sign-off under § 17.44.080(C). For subdivisions of four or more units, § 17.44.130(D) separately requires a six-foot solid block wall along interior side and rear lot lines under 12,000 square feet for privacy screening, with wrought iron allowed where it preserves views.
