Treatment is restricted to dogs, cats and other small domesticated animals and birds, so a clinic proposing to treat livestock or exotic large animals would not fit this C-O pathway. The clinic must operate in a completely enclosed and sound-controlled building so it produces no objectionable noises or odors outside its walls, and the code bars outdoor runs or animal holding areas entirely, meaning a clinic cannot let animals wait or recover outside even temporarily.

Boarding is prohibited except as necessary for the recuperation of patients already being treated, so the clinic cannot double as a general boarding kennel. Finally, the clinic must have direct access from the parking area, tying the use permit to the site's parking layout under § 17.116.040's site criteria. Because § 17.116.010 frames the C-O district as a transitional buffer between residential and commercial or industrial districts, these added conditions exist to keep a veterinary use compatible with nearby residences: sound containment, no outdoor animal areas and restricted boarding all address the noise and odor concerns a clinic could otherwise create next to housing. The conditional use permit itself goes to the Planning Commission, which can impose further site-specific conditions beyond the five listed in the ordinance.
