Lake Elsinore Municipal Code 6.04.260 makes it unlawful to keep any exotic animal whose possession requires a California Department of Fish and Wildlife welfare permit, game breeder's license, scientific collector's permit, or letter permit, except potbelly pigs.
LEMC 6.04.260 prohibits any person, firm, or corporation from having, keeping, harboring, or possessing any exotic animal whose possession requires a California Department of Fish and Game (now Fish and Wildlife) welfare permit, game breeder's license, scientific collector's permit, or letter permit, with the sole exception of potbelly pigs. 'Exotic animals' are defined in LEMC 6.04.010 as any nondomestic animal not native to Southern California. Exceptions appear in LEMC 6.04.270: animals lawfully kept before the ordinance may remain under a signed agreement with the Animal Control Agency, and an educational institution may temporarily keep an animal under a state scientific permit with five working days' written notice. The state restricted-species list (Fish and Game Code) determines coverage.
Keeping a permit-required exotic animal (other than a potbelly pig) violates LEMC 6.04.260 and is an infraction under LEMC 6.04.280, with fines set by City Council resolution. Animal Friends of the Valleys may impound such animals; state penalties may apply.
