LEMC 8.36.010 adopts California Vehicle Code Section 22660 authority to abate abandoned, wrecked, dismantled or inoperative vehicles or parts as public nuisances, finding such accumulation reduces property values and creates blight, fire and health hazards. The chapter exempts vehicles fully enclosed in a building or stored in connection with a licensed dismantler or dealer (LEMC 8.36.030). Abatement proceeds by a notice of intention to abate (LEMC 8.36.090) with notice to the DMV (LEMC 8.36.100), removal authority (LEMC 8.36.080), and recovery of administrative costs (LEMC 8.36.070). Abandoning a vehicle and failing to remove an abandoned vehicle are misdemeanors under LEMC 8.36.110 and 8.36.120. On public streets, LEMC 10.12.140(A) separately authorizes removing any vehicle parked 72 or more consecutive hours.
An abandoned vehicle on private property is abated as a nuisance under Chapter 8.36, with removal and cost recovery; abandoning or failing to remove one is a misdemeanor (LEMC 8.36.110, 8.36.120). On-street vehicles are removed after 72 hours (LEMC 10.12.140).
