Lake Elsinore does not require the host on-site, but the owner must designate a 24-hour local contact who can physically respond to the rental within 60 minutes of a complaint and take remedial action. The contact's name and phone must be given to guests and the City.
Lake Elsinore's Chapter 5.86 requires a reachable local contact rather than an on-site host. A local contact person (LEMC 5.86.020) is the person the owner designates who is available 24 hours a day, seven days a week, to physically respond within 60 minutes of a complaint about the condition, operation, or conduct of guests, and to take remedial action. The application must list the 24-hour local contact's name, address, and phone (LEMC 5.86.060), and the owner must update the City if it changes. LEMC 5.86.090(E) requires the owner to provide guests a local contact within 60 minutes of the rental, and the in-unit posting and lease must name the contact and an all-hours phone (LEMC 5.86.090(O)).
Failing to maintain a 24/7 local contact who responds within 60 minutes, or failing to post the contact and emergency information, violates LEMC 5.86.090. It is enforceable by citation, infraction, or misdemeanor, with fines up to $5,000 (LEMC 5.86.140).
