Lake Elsinore, CA Short-Term Rentals: Noise Rules (2026)

Section 5.86.090(P) of the Lake Elsinore Municipal Code bars guests of a licensed short-term rental from engaging in any outdoor activity between 10:00 p.m. and 9:00 a.m., requiring that everything during those hours happen inside so that no outdoor activity disturbs the peace of the surrounding neighborhood or causes discomfort to a reasonable person of normal sensitivity. Subsection (Q) separately bans any musical instrument, phonograph, loudspeaker, amplified or reproduced sound, or any sound-producing device from being used outside, or being audible from outside, the rental during that same 10:00 p.m. to 9:00 a.m. window, regardless of whether the activity itself is indoors or outdoors.

Beyond the fixed quiet hours, subsection (R) makes the owner or the required 24-hour local contact person responsible for ensuring guests do not create unreasonable noise or disturbances, engage in disorderly conduct, or violate any code or State law on noise, overcrowding, alcohol or drugs, and directs the owner to take all measures necessary, including calling law enforcement or removing guests, to abate a disturbance. Subsection (S) requires the owner or local contact to act within 60 minutes of notification of a violation to prevent it from recurring.

These noise duties sit alongside the mandatory 24-hour, 7-day local contact person who must be able to physically respond to any complaint about the condition, operation or conduct of guests within 60 minutes of notification, as defined in § 5.86.020.
