Lake Elsinore short-term rental guests may not engage in outdoor activity between 10 PM and 9 AM, and no amplified or reproduced sound may be used outside or be audible from outside during those hours. The owner or local contact must abate disturbances within 60 minutes.
LEMC 5.86.090(P) prohibits guests from outdoor activity at a short-term rental between 10:00 PM and 9:00 AM; all activity in those hours must be indoors so it does not disturb the neighborhood. LEMC 5.86.090(Q) bars any musical instrument, loudspeaker, amplified or reproduced sound, or sound-producing device outside, or audible from outside, between 10:00 PM and 9:00 AM. Under LEMC 5.86.090(R), the owner or local contact must ensure guests do not create unreasonable noise or overcrowding, and must take all measures to abate disturbances, including calling law enforcement. LEMC 5.86.090(S) requires action to prevent recurrence within 60 minutes. The rental must also comply with all other City and State noise laws. The ordinance sets quiet-hour times rather than a decibel figure.
Outdoor activity or amplified sound during the 10 PM to 9 AM quiet hours, or failure to abate a disturbance, violates LEMC 5.86.090. Penalties run by citation, infraction, or misdemeanor, with fines up to $5,000 (LEMC 5.86.140).
