Lake Elsinore hosts register by filing a short-term rental business license application with the Director of Administrative Services and obtaining a TOT registration certificate. Permits expire each December 31 and must be renewed annually; the City offers an online STR portal.
Under LEMC 5.86.060, the owner files an application on a City form with the Director of Administrative Services, including owner and agent contact details, a 24-hour local contact who can respond within 60 minutes, the bedroom count and occupancy limit, a valid TOT registration certificate under Chapter 3.32, and a statement that the use is allowed under any CC&Rs. An owner may name a notarized authorized agent but stays personally liable (LEMC 5.86.050). The Director grants the license unless the applicant made false statements, failed a requirement, or has not paid fees (LEMC 5.86.070). A permit is valid until December 31 of the year issued and is renewed annually (LEMC 5.86.080). The license is not transferable.
Operating without registering, failing to renew before December 31, or making false statements are grounds to deny, suspend, or revoke the license (LEMC 5.86.070, 5.86.130), with at least 30 days notice. Continued operation is enforceable as an infraction or misdemeanor.
