Lake Elsinore Municipal Code 10.12.130 limits commercial vehicles on residential streets to 24 consecutive hours, and LEMC 17.148.130 bans parking or storing commercial vehicles in residential districts entirely, except for active pickups and deliveries.
LEMC 10.12.020 defines a commercial vehicle by reference to the California Vehicle Code, including truck tractors, trailers and semitrailers bearing a commercial plate, while excluding a passenger vehicle or standard-bed pickup. LEMC 10.12.130(B) and (C) prohibit parking a vehicle over 96 inches wide or any commercial vehicle on a residential street for more than 24 consecutive hours. The zoning code is stricter: LEMC 17.148.130(B) prohibits parking or storing commercial vehicles in residential districts for any length of time, except to make pickups and deliveries of materials and merchandise, and bars commercial vehicles from vacant or undeveloped property in any district. Commercial loading and unloading is also banned on Main Street between Sulphur Street and Heald Avenue (LEMC 10.12.055).
Commercial vehicles parked in residential zones are cited under LEMC 17.148.130 and 10.12.130, and a commercial vehicle in the Main Street no-loading zone may be removed by police under LEMC 10.12.055. Parking citations are processed under CVC 40200-40230.
