Upland protects its public urban forest through City permits. Under UMC 12.24.100, removing any parkway/right-of-way tree (except on Euclid Avenue) requires a City Manager permit, and Chapter 12.26 limits removals to dead, diseased, hazardous or emergency trees, with arborist review and neighbor notice.
Tree removal in Upland's public spaces is permit-controlled. UMC Section 12.24.100 provides that no trees may be removed from parkways or parking strips — except on Euclid Avenue — without a permit issued by the City Manager, and that final authority for the removal of all trees rests with the City Manager; the City may remove a tree it deems a danger or hazard. Chapter 12.26 (Tree Care) establishes performance standards to safeguard the City's urban forest and provides for identifying and preserving heritage and landmark trees in the right-of-way through an official register. Under that chapter, the Public Works Director (with City Manager approval per 12.24.100) or the Council's designee, together with the City's contract certified arborist, may approve a tree removal only if the tree is dead, diseased, hazardous, or an emergency condition threatens public safety, and adjacent homeowners are to be notified at least three days before removal of live or declining trees when possible. Removal of Euclid Avenue's historic median trees follows a separate City Council policy (Resolution No. 1452). These are City of Upland protections for public/street trees; the City generally does not require a permit to remove a purely private tree on private property unless other zoning, heritage, or development-condition rules apply, so private-tree owners should confirm with Planning.
Removing or destroying a protected public/parkway tree without the City Manager permit violates Chapters 12.24 and 12.26 and can result in Code Enforcement action, restitution for the tree's appraised value, and replacement requirements.
