Yuba City regulates the removal of publicly owned trees (street trees, parkway trees, and park trees) under Title 9 of the Municipal Code. A Tree Removal Request must be submitted to the Parks Maintenance Division, which inspects the tree before approving removal. Removal of trees on private property is not directly permitted by the city except where they are required landscape trees under Article 60.
Under Yuba City Municipal Code Title 9 (Parks and Recreation), the city's Parks Maintenance Division regulates removal of publicly owned trees, including street trees in parkway strips, median trees, and trees in city parks. Per the official Tree Removal Request form issued by the Parks Maintenance Division (1201 Civic Center Blvd, (530) 822-5330), an owner or applicant must submit a written request stating the justification for removal. Accepted justifications include: concern for public safety, conflicts with water/sewer service, poor health (disease or decay), irrigation issues, structural issues that cannot be corrected, or inappropriate species. Parks Maintenance staff conducts an on-site inspection (which the applicant consents to by filing the request). If approved, removal is performed by city staff or a city contractor. For trees on private property, no general residential tree removal permit is required, but trees installed as part of an approved landscape plan under Zoning Code Title 8 Chapter 5 Article 60 (Landscaping) cannot be removed without a substitute that meets the original landscape standard, and a planning sign-off may be needed for required parking lot shade trees or buffer trees.
Unauthorized removal, topping, or damage of a publicly owned tree is a violation of Title 9. Under Yuba City Municipal Code Β§1-7.01, ordinance violations are infractions punishable by $100 (first violation), $200 (second within 12 months), and $500 (each additional within 12 months), and may be charged as misdemeanors. The city may additionally require replacement of the tree at the violator's expense, and for street-tree damage may bill the appraised value of the tree using ISA (International Society of Arboriculture) trunk-formula appraisal.
