Street trees in parkway strips and medians must be selected from the Yuba City Parks Division's Recommended Street Trees list. Yuba City requires tree-lined parkways and medians in new residential subdivisions per Title 8 Chapter 5 Article 60 (Landscaping) and the Public Works Standard Drawings administered by the Parks Division. The Parks Division (1185 Market Street, (530) 822-4648) publishes the Recommended Street Trees list (rev. March 2009) covering three planting contexts: (1) Parkways, Medians, and Soundwalls - large, preferably deciduous shade trees including Acer rubrum (Red Maple), Quercus lobata (Valley Oak), Quercus rubra (Red Oak), Pistacia chinensis (Chinese Pistache), Gleditsia triacanthos (Honey Locust), Ginkgo biloba (fruitless), and Zelkova serrata; (2) Under Power Lines - smaller mature species like Lagerstroemia indica (Crape Myrtle), Cercis canadensis (Eastern Redbud), Cornus florida (Flowering Dogwood), and Maytenus boaria (Mayten); and (3) Parking Lot Shade Trees - meeting the 50% canopy in 15 years state shade requirement. Trees not on the list require approval from the Parks Division before planting. Per the Parks Division guidance, narrow parkway strips (under 6 feet) must use compatible species; wider medians and walled strips (9-11 feet) may use conifers or trees with shallower root systems. Per Yuba City's Tree City USA recognition (2021), the city's canopy increased 23.1% since 2003 to 11,846 trees representing 156 species, with red maples, crepe myrtles, and trident maples the most common. Street trees in the public right of way may not be planted or removed by adjacent property owners without Parks Division approval under Title 9.
Planting an unapproved species, planting in conflict with utility setbacks, or unauthorized removal of a public street tree is a violation of Title 9. Under Yuba City Municipal Code §1-7.01, infraction fines apply at $100 (first), $200 (second within 12 months), and $500 (each additional within 12 months). For development projects, Public Works will not accept subdivision improvements or release performance bonds until parkway/median trees match the approved species and meet planting standards. Damage to a public street tree may be billed at the ISA appraised value of the tree.
