54(B), "Partial Sewer Credit," a customer whose metered water leaked to the ground, rather than passing through the sanitary sewer, may qualify for a reduced sewer charge for the billing month in which the leak occurred. The credit is not automatic: the customer must supply the city's Utility Department with a copy of a plumber's repair bill documenting the leak and its repair within 60 days of discovering the leak. Once that documentation is on file, the city calculates the credit by comparing the customer's water consumption during the leak month against the average of the customer's previous six months of consumption, crediting the difference against the sewer portion of the bill (water usage itself is still billed in full because it passed through the meter).

54. 08(F) to file a written protest with the Utility Department before the bill is presumed correct.
