007 of the Tinley Park Village Code places full legal responsibility on any person making an excavation in the vicinity of existing water mains, pipes, public or private fire hydrants, main line valves or boxes, or other components of the water system. That person is fully responsible for any damage or leakage to or from those water mains, and the code imposes two immediate duties: report the damage or leakage to the Director of Public Works right away, and repair it right away to the Director's satisfaction.

Neither duty is optional or subject to a grace period; the statute uses "immediately" for both the report and the repair. 006, which separately bars anyone other than an authorized village agent from interfering with waterworks property, including breaking, marring or disturbing hydrants, mains, valves, boxes, reservoirs, storage tanks or other appurtenances of the water system without a permit from the Director of Public Works. Read together, the two sections cover both the excavator who accidentally strikes a main and the person who deliberately tampers with waterworks infrastructure.
