Summary

Unincorporated Yuba County caps ordinary turf at 25 percent of the required landscape area on residential projects, and bans it outright on non-residential projects except for recycled-water turf or playing fields, under County Code § 11.24.070(3)c. Turf is also barred on slopes over 25 percent and in street medians and narrow greenways.

These county ordinances apply to unincorporated areas of Yuba County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

c.Turf. Non-artificial turf shall comply with the following:1.Within residential projects, a maximum of 25 percent of the required landscape areas shall be turf or planted with other high water use plants.2.Within non-residential projects turf is prohibited except for turf areas that are irrigated with recycled water or comprise an essential component of a project (i.e. golf courses, picnic areas, or playing fields), which are exempt from this limit.3.The installation of turf on slopes greater than 25 percent is prohibited (one foot vertical elevation change for every four feet of horizontal). ... 6.Turf and high-water use plants are prohibited in street medians.

Full Breakdown

Section 11.24.070(3)c. sets the turf limits inside the county's prescriptive water-efficient landscape standard, which applies to projects with 2,500 square feet or less of aggregate landscape area. Under item 1, "within residential projects, a maximum of 25 percent of the required landscape areas shall be turf or planted with other high water use plants." Item 2 goes further for non-residential sites: "turf is prohibited except for turf areas that are irrigated with recycled water or comprise an essential component of a project (i.e. golf courses, picnic areas, or playing fields), which are exempt from this limit." The remaining items add site-specific bans: turf can't be installed on slopes steeper than 25 percent (a one-foot rise for every four feet run), has to be designed so irrigation doesn't overspray onto hardscape, is prohibited in greenway strips under ten feet wide unless adjacent to a parking strip used for entering and exiting vehicles, and is barred entirely, along with other high-water plants, in street medians.

Projects larger than 2,500 square feet of aggregate landscape area, or an applicant seeking design flexibility, can instead use the Alternative Compliance path in § 11.24.070(4), where a California Registered Landscape Architect designs to the state's Maximum Applied Water Allowance rather than the flat 25 percent cap. Artificial turf is regulated separately, under § 11.24.060(b): it can substitute for planted turf but can't cover more than 50 percent of the required landscape area, can't go on slopes over 25 percent, and must be installed with a drainage system for water infiltration.

Violations & Fines

Turf that exceeds the 25 percent residential cap, or that appears where it's prohibited on non-residential sites, in medians, on steep slopes, or in narrow greenways, keeps a project's landscape plan from meeting § 11.24.070 and can block issuance of a certificate of occupancy under § 11.24.100 until the landscaping is brought into compliance or a bonded 120-day extension is obtained. General Code violations are otherwise enforced under Chapter 11.67.

Frequently Asked Questions

How much of my front yard can be turf grass in unincorporated Yuba County?
On a residential project, ordinary turf and other high water use plants are capped at 25 percent of the required landscape area under County Code § 11.24.070(3)c.1. The rest has to be native or low water use plants, hardscape within the county's 35 percent hardscape cap, or artificial turf.
Can a business install a grass lawn in unincorporated Yuba County?
Generally no. Turf is prohibited on non-residential projects under § 11.24.070(3)c.2 unless it's irrigated with recycled water or is an essential part of the use, like a golf course, picnic area, or playing field, which are exempt from the ban.
Is artificial turf a way around the grass limits?
Yes, up to a point: § 11.24.060(b) lets artificial turf substitute for real grass, but it can't exceed 50 percent of the required landscape area, can't go on slopes over 25 percent, and must include a drainage system for water infiltration.
Can I put turf on a steep slope or in a street median?
No. Section 11.24.070(3)c.3 bars turf on slopes steeper than 25 percent, and item 6 prohibits turf and other high-water plants in street medians outright, regardless of project type.
