Fort Worth Water Department runs a residential and commercial water conservation rebate program funded through conservation rates. Eligible customers can earn rebates for converting irrigated turf to drought-tolerant landscaping, upgrading to ET-based smart irrigation controllers, replacing high-flow nozzles with pressure-regulated multi-stream rotators, and installing rain barrels. Pre-application enrollment and a pre- and post-conversion inspection verify changes for turf rebates, with at least a portion of converted area required to be living water-wise plants drawn from the Texas SmartScape list. Rebate amounts and caps vary by program year and budget, and artificial turf is generally not eligible. The program complements Chapter 23 watering rules and supports the Climate Action Plan goal of reducing potable irrigation demand.
This is a voluntary incentive program with no penalties for non-participation. Customers who fail post-installation inspection forfeit rebates and may be required to return funds. Replacing turf still requires HOA and tree-protection compliance.
