The Flip Your Strip program pays residents around $1.25 to $3 per square foot to replace traditional Kentucky bluegrass park strips with drip-irrigated, climate-appropriate plantings under the Localscapes design framework. Applicants must apply before removing turf, install drip irrigation, and pass a final inspection. The program is jointly funded by SLC Public Utilities and the Utah Division of Water Resources through the Utah Water Savers portal. Park-strip turf is targeted because it is hard to water efficiently and contributes disproportionately to the Great Salt Lake basin's water deficit.
There are no penalties for not participating, but violators of the underlying watering schedule still face fines, and rebates are clawed back if turf is reinstalled within the program's required retention period.
