Spokane's SpokaneScape program offers rebates and design help for residents replacing thirsty lawns with drought-tolerant landscaping, supporting aquifer protection and lowering peak summer irrigation demand.
SpokaneScape, run by Spokane Water Department, provides up to a few hundred dollars in rebates per qualifying turf-conversion project, plus free design consultations. Eligible plants are listed on my.spokanecity.org and emphasize Inland Northwest natives and drought-tolerant ornamentals. Projects must keep functional landscaping rather than gravel-only yards, which can run afoul of Comprehensive Plan aesthetic policies. Participation is voluntary. Combined with the SliptheSlip program, turf replacement is a key Sustainability Action Plan strategy for reducing summer aquifer draw.
No penalties for not participating. Bare-gravel front yards or unmaintained landscaping can still trigger SMC Ch. 10 property maintenance citations.
