Title 11 of the Boise City Code, as rewritten in 2023, provides a tiered density bonus for residential projects that reserve a percentage of units for households at or below 80% area median income. Bonuses scale with the share of restricted units and can include extra floors, reduced parking, and relaxed setbacks. The bonus dovetails with CCDC tax-increment financing in downtown urban renewal districts. Idaho Code Β§50-1929 still prohibits mandatory inclusionary zoning, so all bonuses must remain voluntary.
Failure to record long-term affordability covenants triggers loss of the bonus and possible enforcement against the project's certificate of occupancy.
