Summary

Independence's Historic Downtown Square District locks in a materials palette, minimum ground-floor transparency, and facade-articulation rules that new buildings and storefront changes downtown must follow before permits are approved.

Table 901-3 establishes Primary Materials ("PM"), Secondary Materials ("SM"), and Prohibited Materials ("—"). Primary Materials are allowed on all stories of a structure. Secondary Materials may be used as accent on the first story and shall not exceed 30% of the first story façade. Permitted secondary materials may be used on the second story and above of a structure or for the required building elements. In addition to the allowed materials of Table 901-3, the following standards shall apply:1.When a specific material cannot be readily classified, the Director is authorized to determine the most similar, thus most appropriate, material based the appearance, durability, method of installation, and location of the material. The Director may also reference relevant information provided by the International Building Code.2.Preservation or restoration of original facade materials is desired in existing structures. Applied 'faux' facades or other not permitted non-original materials are not desired.3.Wood and metal may encompass more than 30% of a first-floor façade when used in a clearly articulated first-floor storefront system.4.Painting masonry shall be considered on a case-by-case basis. The Director may consider relevant information when making the decision.

Full Breakdown

The Historic Downtown Square ('HSQ') district's development standards, UDO § 14-901-03, classify exterior building materials as Primary (allowed on every story: brick, stone, cast stone, terra cotta) or Secondary (capped at 30% of the first-floor facade), require 60-90% ground-floor window transparency depending on sub-district, and set maximum wall-plane lengths and entrance spacing so storefronts read as a connected streetscape rather than blank walls. New construction and facade changes in HSQ must meet these standards before the Community Development Director approves the permit.

Violations & Fines

Facade changes or new construction in the HSQ district that skip the required materials, transparency, or wall-plane standards won't get Community Development Director approval and can't legally proceed.
