Summary

Little Rock's River Market Design Overlay District requires developers to meet with the Design Review Committee and get its approval before any building permit for exterior work in the downtown riverfront district is issued.

The developer or designer of exterior improvements to a structure in the district shall meet with the DRC prior to request for a permit. No permit shall be issued unless the DRC has approved the proposal. The DRC will meet on call as projects are filed with the planning staff. A written record of the review and recommendation will be forwarded to the planning commission or board of zoning adjustment on proposals not meeting the design guidelines established by the DOD.(d)Authority of the DRC. The DRC shall function with a primary goal of providing substance and governance to the DOD guidelines. This includes:(1)Providing district businesses with guidance in adhering to the DOD guidelines.(2)Provide recommendations on all building permits, signs, banners, franchises, zoning and subdivision applications within the district.(3)Timely review and recommendations on all variance applications made by property owners within the district.(4)Maintaining a comprehensive report of all variances permitted from the city zoning and planning ordinances and regulations within the district.(5)Forwarding to the planning commission or board of zoning adjustment a review and recommendation of all proposals that do not meet the established guidelines as established by section 36-366.1. (Ord. No. 18,961, §§ 1, 2, 10-21-03; Ord. No. 20,310, § 7, 9-7-10)

Full Breakdown

The overlay covers the historic River Market district between Second Street and the Arkansas River near I-30, roughly downtown Little Rock's entertainment core. It applies to new construction, redevelopment, and any exterior change that alters a building's visible appearance, including repainting that changes facade color. A five-member Design Review Committee, two district property-owner reps, two design professionals, and a Downtown Partnership representative, reviews plans against detailed standards for signage, balconies, awnings, materials, roof form, window patterns, and a 60-foot height cap before city staff can issue a permit.

Violations & Fines

Skipping DRC review blocks permit issuance outright: the code states no permit shall be issued unless the committee has approved the proposal; noncompliant signs and exterior work can be ordered removed or halted as unpermitted construction.

Frequently Asked Questions

Do I need approval before repainting a River Market building?
Yes: any exterior change that significantly alters a facade's color or appearance requires Design Review Committee approval first; routine repairs and interior work are exempt (Sec. 36-352(b)).
Who sits on the River Market DRC?
Two district property-owner representatives, two design professionals such as architects or landscape architects, and one Downtown Partnership representative, each serving staggered three-year terms (Sec. 36-367(a)).
