Subsection (A) charges new residential construction on a per-unit basis but excludes accessory dwelling units from that method. Subsection (C) exempts additions to existing homes from impact fees generally, except ADU construction. Subsection (E) then charges ADUs on a "cost per square-foot basis," but provides fees "shall be only be charged for accessory dwelling units that are larger than 750 square feet", so smaller units pay nothing.
