Full Breakdown

Article 26 of Chapter 3, adopted by Ordinance 2025-13 effective January 23, 2026, sets the City of Huntington Park's standards for accessory dwelling units (ADUs) and junior accessory dwelling units (JADUs) in line with Government Code Sections 66310 through 66342. Section 9-3.2630 requires a minor development permit. The City notifies the applicant within 15 business days whether the application is complete, then issues approval, or a denial with a full set of comments on how to remedy the application, within 60 days of a completed application.

Under § 9-3.2650 an ADU can be created on a lot zoned for single-family or multi-family use (R-L, R-M, R-H), while a JADU can be created only on a lot zoned for single-family residences. A single-family lot can hold one new construction detached ADU, one ADU constructed from existing space, one attached ADU and one JADU. A lot with a proposed multi-family dwelling can hold up to two detached ADUs, and a lot with an existing multi-family dwelling up to eight detached ADUs, not to exceed the number of existing units.

Conversions inside a multi-family structure are capped at 25% of existing units, rounded down, with a minimum of one. Detached ADUs reach 16 feet in height, or 18 feet near transit or on a multi-story multi-family lot; attached ADUs reach 25 feet or the zone limit, whichever is lower. Side and rear setbacks are no more than four feet. Size runs from 150 square feet up to 850 for a studio or one bedroom and 1,000 for more than one bedroom. Parking is one space per ADU or per bedroom, whichever is less, and several exemptions apply.

New detached ADUs must architecturally match the primary dwelling in style, colors and materials. An application can be denied for nonconformance only if it creates a threat to public health and safety. Section 9-3.2620 declares any inconsistent local standard null and void.

Violations & Fines

Article 26 has no penalty clause of its own, so enforcement runs through § 9-2.2407: injunctions and abatement orders sought by the City Attorney upon order of the Council, and a per-day civil penalty from the City's Schedule of Fees against anyone who willfully violates the Code or a permit. A denial or administrative decision can be appealed in writing to the Council via the City Clerk within 14 days of written notice (§ 1-4.02).
